County Judge Sarah Eckhardt announced Tuesday, July 10th, that she had signed an exclusive negotiation agreement for a development team to build a courthouse for the government's civil and family courts.
Hunt Development Group LLC, CGL Companies, Chameleon Companies, Hensel Phelps Construction Co. and Gensler would design, develop and construct the new Austin courthouse.
The new facility will replace the current Heman Marion Sweatt Courthouse at West 11th and Guadalupe streets. The Sweatt Courthouse was built in the 1930s yet is deteriorating and is not expected to meet the growing need for more courtroom space, as Austin continues to grow. The gorgeous Victorian, whose exterior appears in the opening credits for "Full/Fuller House," is located at 1709 Broderick Street in the Pacific Heights neighborhood of San Francisco. Even though the show is filmed entirely in a studio elsewhere, the home has gained quite the drawings of fans over the years.
The interest in the home has since then rocketed since the sale of the home to the new owner, Jeff Franklin, the producer of both "Full House" and "Fuller House." Jeff purchased the home in April 2016 and set forth plans to renovate the interior to finally match the set. Jeff was said to have various ideas with the course of the renovation, to possibly use it to film new footage of "Fuller House", or stage a sleepover for the cast, or just maybe rent of out the place.
Since the initial renovation interest, the plan has been granted although, there are some not to happy neighbors in the mix. Two of Franklins neighbors have recently filed a request for a "discretionary review" hearing, which could throw a wrench in moving forward. The surrounding neighbors are concerned that the reno plans might make the neighborhood even more overrun than ever.
Franklin “is a Hollywood producer who has bought the house for commercial purposes—promoting it as a fan destination, using it for promotional events and filming at the house,” complained neighbor Carla Hashagan in the <a href="http://www.sfexaminer.com/proposed-renovations-home-featured-full-house-draw-ire-neighbors/" target="_blank" data-omtag="web:article:content:link">San Francisco Examiner</a>. According to Hashagan, at peak times, the block is now teeming with “150-250 or more visitors and 50-75 cars per hour, with 1,000 visitors or more on weekend days.” All this attention, she asserts, has “wreaked havoc on our neighborhood.”
“We’ve lived here for 46 years, and we’ve seen a lot of things going on. This is probably the worst thing that’s happened," area resident David Natcher told CBS news. "It’s brought a lot of people from all over the country, and it becomes a mob scene.
Evette Davis, Franklin's spokesperson says the producer is trying to work with neighbors- by, say, going on social media to remind fans to be respectful when visiting the house. The argument that they can not detour tourists is out of there hands, claiming they "genuinely tried<br />what the can to help.
Another question, is filming at the property even allowed? Tyler Drew, Los Angeles developer, states "it is allowed to a degree, I know because I've done it." "The IRS allows 14 days of tax-free filming a year," adds Drew. And you can film beyond that if you pay taxes on any income generated, and apply for the right permits before the cameras start rolling.
Although the neighbors have the option to change the zoning's use for filming, that could be a long and costly process. Jeff Miller, a Baltimore-based real estate agent recommends that the homeowners give it some time as it won't last forever.

AISD trustees voted Monday night to sell the Carruth Administration Center at 1111 W. Sixth to Schlosser Development Co. for $35.5, according to multiple media reports. The company executives plan to redevelop the existing buildings - more than 158,000 square feet of office and residential space across five buildings. It has also been rumored that the company could potentially demolish the buildings and construct something new from the ground up.
Fortunately, the property isn't in Capitol view corridor that would limit building heights. Schlosser is busy in the downtown Austin Area, as they are putting finishing touches on the Shoal Creek Walk office tower three blocks east.
Other land sales approved Monday by AISD:
• $3 million, former Millett Opera House (home of the Austin Club) at 110 E. Ninth St. to the Foundation for the Preservation of the Historic Millett Opera House
• $1.96 million, eight acres at the southeast corner of Tannehill Lane and Jackie Robinson Street to city of Austin
• $920,000, 1.2 acres at Doris and Hathaway drives to the city of Austin.

2017-11-03T07:00:00-07:002017-11-03T12:12:10-07:00Grace Theriottag:hotaustincondos.com,2012-09-20:2541TxDOT Considers Adding 2 Toll Lanes to I-35In an effort to assist with congestion on Interstate 35 through downtown Austin, the Texas Department of Transportation is looking at adding two managed express lanes, where fees are increased during heavy traffic and lowered during light traffic, in each direction.
Local officials announced the $8 billion project, titled Capital Express, at the Austin Chamber of Commerce Regional Growth Summit meeting Monday. The toll lanes are expressed to be very similar to Mopac's single express lane. TxDOT Public Information Officer Diann Hodges said the express lane would stretch 33 miles from RM 1431 in Round Rock to SH 45 Southeast near Buda.
The main concern is the congestion in downtown. "Because of the constraints and the fact that we cannot widen the roadway, we're actually going to go down," said Hodges. <img src="https://assets.site-static.com/userfiles/431/image/Capture.PNG" width="362" height="197" style="float: right;" class="img_box_right" />
Along with adding two additional lanes, TxDOT said I-35 through downtown Austin would be lowered, and it is possible that the plan could involve removing the upper decks that stretch from Martin Luther King Boulevard and Airport Boulevard.
"We only get one shot to rebuild and improve I-35 through downtown Austin, so we have to do as much as is reasonable within the existing footprint to enhance mobility and lower it," said Senator Kirk Watson.
Many were thrown off by the decision to create toll lanes rather than general purpose lanes. TxDOT said that if that were the case, the lanes would clog quickly.
"This is a way to kind of control that traffic," said Diann Hodges. "Provide some relief to those general purpose lanes but also provide those who may need to get somewhere in a hurry, that opportunity."
Before this project will begin, the public will input from previous I-35 meetings will be taken into account as well as an environmental study. The general public will also be able to voice their concerns at open houses in Spring 2018.

The 226-unit complex with associated retail has broken ground at 1301 W. Fifth St. on a 1.6-acre site that previously was occupied by an AT&T office building and fleet parking lot.
Documents at the city of Austin show that the project is valued at nearly $29 million. About 10 percent of the units — one, two and three-bedroom floor plans — will be leased at below market rates to qualified households.
The development is scheduled to deliver in late 2018, including the 2,200-square-foot retail space on the ground floor. The contemporary styling is by Austin-based Kelly Grossman Architects.
Austin-based Oden Hughes previously built multifamily projects on behalf of CWS — including the recently completed Water Marq mid-rise at 300 E. Riverside Drive.
Oden Hughes also has a track record of building its own projects, including the 339-unit Lenox Boardwalk that will begin welcoming tenants in June. The apartment complex in East Austin is down the street from the $300 million <a href="http://www.bizjournals.com/austin/news/2016/11/30/oracle-gets-down-to-business-at-sprawling-eaustin.html" target="_blank">Oracle (NYSE: ORCL) campus, which is under construction</a>. At least 500 employees are expected to work at Oracle, supporting the tech giant’s burgeoning cloud-based technologies and services.
Oden Hughes also has started the first phase of Lenox Springs, a 660-unit development in far South Austin.
Currently Oden Hughes is building five multifamily communities in Austin on behalf of other investors, including Ardent Residential and Centro Development.

Downtown travelers who are going to and from bars and restaurants along Rainey Street to West Sixth Street will benefit from this new service, as the new shuttle's route runs along that area.
Chariot shuttle vehicles hold a maximum of 14 passengers and will charge $3.50 per person for their late-night route.
The new initative was created in partnership with the West Sixth Business Association to "test new mobility solutions to support local businesses in both neighborhoods and provide a convenient option for residents and visitors traveling between the two high-traffic areas.” Local residents and frequent city visitors are familiar with the increase in traffic congestion in the city as it undergoes a boom in urban development. This new travel option is a welcome addition to public transport services, as residents and visitors rely more on public transport for more convenient travel in the area.

Capital Metro is helping Austin-area residents enjoy the New Year's celebrations safely by giving out free rides. The MetroBus, MetroRapid, MetroRail, and MetroAccess will all offer free rides after 6 p.m. on New Year's Eve in an effort to abate traffic and help Austin locals and visitors enjoy the celebrations more safely.
The schedule for the free transport can be accessed on this <a href="http://capmetro.org/specialevents" target="_blank">link</a>. Customers can also access the automated phone line and <a href="https://www.capmetro.org/planner/" target="_blank">online Trip Planner</a> 24/7 to help them prepare their routes in advance.
Here are some things you need to know if you want to enjoy the free transport services for New Year's Eve:
<a href="https://www.capmetro.org/metrorail/" target="_blank">MetroRail </a>buses will start giving free rides after 6 p.m. on December 31. With 9 MetroRail stations in Austin, the plan also includes extending the service on Saturday with an addition trip leaving downtown at 2:30 a.m.
<a href="https://www.capmetro.org/metrorapid/" target="_blank">MetroRapid</a> will offer its final departures at 2:30 a.m. from downtown along Guadalupe and Lavaca streets. There are two MetroRapid routes: one connects the Tech Ridge area to the Southpark Meadows shopping center in Southwest Austin through the UTexas campus and downtown; the other connects The Domain to the Westgate area in Southwest Austin via UT and downtown.
Five <a href="https://www.capmetro.org/latenight/#%21" target="_blank">Night Owl</a> routes will run to and from Sixth and Congress every 15 minutes from midnight until 3 a.m. on New Year’s Eve.
Local <a href="https://www.capmetro.org/metrobus/" target="_blank">MetroBus</a> service will operate a Saturday schedule on New Year’s Eve, but E-Buses and UT Shuttles will not be in service.
Capital Metro's MetroBus and MetroRapid will resume regular service schedules on Sunday, New Year's Day. MetroRail, UT Shuttles, Night Owls and E-Buses will not be in service.
All services except for the UT Shuttle and E-Bus Service will resume their regular weekday scheduled by Monday, January 2.

And thanks to an agreement between key city officials and the developers, final plans have already been plotted to determine the true size and scope of the project.
The controversial project was the source of contention and debate, as developers decided on what to do with the raw plot of land they have acquired for $47 million from the Texas Department of Transportation.
Challenges arose when developers tried to submit a "Planned Unit Development" for approval, but could not easily get the "go" as the land hasn't been zoned before. But thanks to an agreement signed last December 4, The Council approved a revised PUD that would "cap office space at 185,000 square feet and cap retail space at 140,000 square feet, including a maximum of 35,000 square feet per tenant and no more than 10,000 for “cocktail lounge entitlements."
The development will also provide an additional 1,500 homes in Central Austin. The cap on maximum number of allowed apartments that was previously set at 650 was also lifted. A proposal that would add a gondola system to South First and Guadalupe streets gained momentum today after a regional mobility agency approved funding a feasibility study.
The Central Texas Regional Mobility Authority board approved splitting the cost of the $15,000 feasibility study with the city of Austin and the city’s transit agency, Capital Metro. Each organization would pay about $5,000, and the Texas A&M Transportation Institute will conduct the nine-week study, said Jeff Dailey, the Mobility Authority’s deputy executive director.
“The object is to provide information on the strengths and weaknesses of this [proposal] for consideration for further study,” he said. “They’re going to look at research documentation, operations and maintenance costs of other systems and provide an independent, high-level assessment and also look at the effectiveness of it as a transit system.”
Other areas of study will include demand and capacity for a gondola system, environmental impact, safety issues and financing, according to Mobility Authority documents.
Board chairman Ray Wilkerson said the gondola system is an example of the other types of projects the Mobility Authority is able to consider besides toll roads. The organization was created to look at relieving congestion in a variety of modes, he said.
“Whether this goes further or not, I’m glad that this board is open-minded enough to start discussing other avenues,” he said.” … The fact that we are able to do that and [it] is part of our direction, then I’m in favor of moving forward with these type of items that come up more often to look for what we can do to relieve congestion in Central Texas.”
The Mobility Authority first heard <a href="https://communityimpact.com/austin/city-county/2016/09/09/not-just-tourists-agency-pitches-8-mile-gondola-system-austin-meaningful-transportation-option/" target="_blank">a proposal Sept. 7 for The Wire urban cable concept</a>, which is an 8-mile-long detached gondola system similar to those at ski resorts. The Wire is proposed to operate between Slaughter Lane and The University of Texas campus, said Jared Ficklin, partner and lead creative technologist at Argodesign, the company promoting the concept.
Ficklin said Sept. 7 that The Wire would have 19 stations and be able to transport between 2,400 and 6,000 riders per hour. Stations would be located over roadways with ramps connecting to sidewalks or double as pedestrian bridges. Estimated costs for the project are between $290 million and $600 million, he said.

Argodesign, the company behind the The Wire urban cable concept, is proposing a gondola system for downtown Austin that comprises an 8-mile long cable route from South First Street, Slaughter Lane North, to Guadalupe Street near the University fo Texas campus.
The concept is similar to gondola systems found in ski resorts, and the downtown project is proposed to be a high-speed, detachable gondola system that makes use of towers and stations above the city's roads. The proposal aims to provide a solution to downtown Austin's three current needs: alternative transport options, boost tourism, and bolster the Austinite's desire to preserve their novelty to "Keep Austin Weird".
But on the practical side, the Mobility Authority board of directors is gathering more information on the proposed project, while considering funding a viability study to see how to make it work. The viability study, if approved, will cost the city $15,000. The amount, however, is a money well invested since it will serve as a precursor to a more detailed feasibility study that could cost $1 million, and eventually a project that would cost between $290-$600 million.

Check Out These City Council-Imposed Restrictions FirstThe Austin City Council is now regulating the short-term rental of homes that are not classified by their prospective owners as their homestead of main dwelling.
Austin homeowners looking to rent out their houses for fewer than 30 days must obtain a license costing $285—$235 for a renewal—in one of three different categories, Type 1 and 1A, Type 2, and Type 3, depending on the type of property they will be renting. They also must pay hotel occupancy taxes.
Zaatari applied for a Type 2 license, which is for residential rentals the owner doesn’t claim as his or her main dwelling, or homestead, according to city regulations.
In November 2015, the Austin City Council placed a temporary moratorium on new licenses for Type 2 short-term rentals. In February, the City Council voted 9-2 to amend the law and <a href="https://www.austintexas.gov/sites/default/files/files/Code_Compliance/STRs/Revised_Ordinance.pdf">implement</a> new regulations for those rentals, including a ban on them by 2022.
The council’s new rules created an occupancy limit of no more than 10 related adults or six unrelated adults in a short-term rental and prohibited “outdoor assemblies”—weddings, bachelor or bachelorette parties, concerts, or “group activities other than sleeping”—from 10 p.m. to 7 a.m.
Outdoor gatherings of more than six adults also are prohibited from the hours of 7 a.m. to 10 p.m. And the new rules allow inspectors to enter and survey properties “at all reasonable times.”
‘Silly Restrictions’
In response to the new rules for Type 2 short-term rentals, the Austin-based Texas Public Policy Foundation filed a <a href="http://www.texaspolicy.com/library/doclib/STR-Petition-FINAL-2.PDF">lawsuit</a> challenging the constitutionality of the regulations.
“The ordinances infringe upon the rights to privacy and assembly,” Robert Henneke, general counsel for the group, told The Daily Signal. “It prohibits more than six people from being outside a short-term rental, period. Any time of day. Any activity—barbecue, wiffle ball game, sitting around a pool. More than six people is a violation.”
Henneke said the City Council’s revisions not only are unconstitutional but unnecessary, since the city already has ordinances on the books to address noise and disturbances of the peace.
“Enforce the rules you have, don’t come up with silly restrictions that target one use of a property,” he said. “There may be one or two bad operators from time to time, but instead of using existing ordinances and existing rules to deal with the outliers, the city has come in and chosen to target an entire industry that is operating lawfully.”
A representative for Austin Mayor Steve Adler, a Democrat, said the mayor could not comment on the short-term rental ban because of the ongoing lawsuit.
However, Austin Code Director Carl Smart <a href="http://austintexas.gov/article/short-term-rental-news-release-and-faq">said</a> in a previous statement that the City Council was aiming to help the city to “better manage vacation rentals and to better respond to inappropriate behaviors” at rental properties.
Zaatari, though, said the vast majority of property owners who have short-term rental licenses are law-abiding citizens. To address renters’ potential inappropriate behavior, Zaatari asked his neighbors to reach out directly to him with problems.
Over the last nine months, he said, he has yet to hear any complaints.
“We don’t want to turn our neighborhoods into frat houses. This is not a place for me to go and make a party house, and we’re being portrayed as doing that,” Zaatari said. “Maybe some people do that, but I don’t think it’s at the level where it needs to be regulated.”

However, the downside of living in a condo is that monthly dues are expensive (you don't do your landscaping but you're paying someone to do it for you) and you have to strictly comply with the rules of the condo board that regulates condo living.
To prepare yourself for the condo life ahead of you, you have to ask these important questions to your condo board to know what to expect before you actually purchase or move in:
How much is the monthly fee?
Condos charge a monthly fee that pays for the entire upkeep of the residential building. Ranging from $200 to $400, this monthly fee covers costs OUTSIDE your condo such as pool maintenance, landscaping, security, etc. Since you're going to pay this every month for the next X number of years that you're going to live in the condo, you have to ask the board exactly what your monthly fee covers. A general rule of thumb is that anything outside your condo should be taken care of by the board. The maintenance INSIDE your condo, on the other hand, should be taken care of by you.
Can I see the financial statements?
Condo owners are entitled to see the condo's financials, and you as a [future] condo owner should check this out. The financial statements will tell a story about your chosen residence: too much money going out compared to what is coming in almost always means "mismanagement" and headache for you as a future condo owner.
Are there assessments scheduled in the near future?
Assessments are one-time payments that cover capital improvements and repairs. If you are going to buy a condo, you have to ask if there is an upcoming assessment. Knowing this beforehand will save you the trouble of getting blindsided with a huge extra bill which isn't part of your budget.
What are the rules of living in the condo?
Condo association's have their own bylaws and regulations, and you as a future condo owner, should be aware of each and every one of these rules to be sure that living by them will not affect your intended lifestyle. Rules cover everything: from the schedule of waste collection, where guests and residents park, to if (and when) you can barbecue. Make sure to read EACH one before committing to the property.
Are there any ongoing lawsuits?
If a condo board is facing lawsuits, it would be a huge financial drain if the board loses in court. It's not ideal to buy a condo with is board facing lawsuits. If there is none, you might also want to check the condo's liability insurance to make sure that you won't get affected as a condo owner should a lawsuit come in the future.
Who manages the condo and its surroundings?
Condos have on-site managers that oversee the day to day maintenance of the premises. Ask how long the on-site manager has been with the condo. If his/her tenure has spanned several years, it's a good sign that you have someone to rely on at the premises for any maintenance concerns you may have.

Hailed as a "significant step" by the National Association of REALTORS®, the new law will eliminate barriers that prevent buyers from acquiring safe and affordable mortgage credit for condos. NAR has been a staunch supporter of the bill and has lobbied in Congress for its passage. Realtors believe that the passage of the bill will help buyers across the country who look into buying a condo as a cheaper option for their first home or investment.
The newly-passed law will make the Federal Housing Administration’s recertification process “substantially less burdensome”. NAR also reports that the law will lower FHA’s owner-occupancy requirement from 50% to 35%. Lastly, the law requires the FHA to replace an existing policy on transfer fees with a less-restrictive model that has been previously adapted by the Federal Housing Finance Agency.
